The key to doing that \u2013 to \u201cfuture proofing\u201d the Alliance - is hiding in plain sight.<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-b6d6620 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b6d6620\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-55287a1\" data-id=\"55287a1\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-26a0429 elementor-widget elementor-widget-text-editor\" data-id=\"26a0429\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; text-align: justify;\"><b>Wake-up calls<\/b><\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">Russia\u2019s occupation of Crimea in 2014 was a wake-up call to the world\u2019s democracies, which removed any lingering doubts about President Putin\u2019s willingness to defy international laws and norms.&nbsp; Indeed, President Putin has declared that liberalism is obsolete, and Russia\u2019s efforts to undermine liberal democracy are well known and documented.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">China\u2019s behaviour during the Covid-19 pandemic has provided a similar wake-up call.&nbsp; Before that, China had seemed more focused on economic pragmatism than political ideology, and most nations broadly welcomed China\u2019s re-investment of the proceeds of its huge exports, even when that allowed China to buy access to key strategic industries and infrastructure.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">The pandemic, however, revealed critical dependencies upon China for an extraordinary range of manufactured goods.&nbsp; And at the same time, China became more assertive in flexing its economic and (un)diplomatic muscles in pursuit of its strategic and political goals.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">This has been especially evident in its own neighbourhood, where China has become far more assertive over its many territorial disputes.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">But coping with the security challenges posed by China will be no mean feat<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-494729b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"494729b\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-d59b5da\" data-id=\"d59b5da\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-c4c8d41 elementor-widget elementor-widget-text-editor\" data-id=\"c4c8d41\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Competition and interdependence<\/b><\/p><p>In the first place, its already huge economic muscles are still growing.\u00a0 China overtook Japan as the world\u2019s second largest economy in 2010 and is set to become the world\u2019s largest economy before the end of the decade.<\/p><p>China is also well integrated into the world economy.\u00a0 Indeed, it is sometimes described as \u201cthe world\u2019s factory\u201d, exporting a vast array of manufactured goods.\u00a0 At the same time, it is an enormous market for certain manufactured goods and equipment, as well as primary products, such as raw materials, fossil fuels, and agricultural produce.<\/p><p>This interdependence makes relations between China and the liberal democracies a difficult balancing act, made all the more complicated by interests which conflict in some areas but converge in others, such as climate change, preserving biodiversity, countering international terrorism, threats to global health, and economic stability.\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-a8da2d9 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"a8da2d9\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-b8d4556\" data-id=\"b8d4556\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-b224b94 elementor-widget elementor-widget-text-editor\" data-id=\"b224b94\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal;\"><b>New &#8220;Coalitions of Democracies&#8221;?<\/b><\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">So, what could and should be done about China and its autocratic fellow travellers, and \u2013 just as importantly \u2013 who should be doing it?<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">There is no shortage of candidates for groupings of liberal democracies which could work together in some form of \u201ccoalition of democracies\u201d.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">UK Prime Minister, Boris Johnson,\u00a0<a href=\"https:\/\/www.chathamhouse.org\/2020\/11\/new-us-uk-democratic-agenda-could-be-horizon\">has proposed the \u201cD-10\u201d<\/a>\u00a0\u2013 the G-7 democracies plus Australia, India and South Korea &#8211; as a possible framework for (among other things) developing alternative sources for crucial manufactured goods, discussing strategic economic matters, strengthening resilience against future pandemics, and championing shared values.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">US President Joe Biden has called for a\u00a0<a href=\"https:\/\/joebiden.com\/americanleadership\/\">Summit for Democracy<\/a>\u00a0\u201c<em>to renew the spirit and shared purpose of the nations of the Free World<\/em>\u201d.\u00a0 This will \u201c<em>bring together the world\u2019s democracies to strengthen our democratic institutions, honestly confront the challenge of nations that are backsliding, and forge a common agenda to address threats to our common values<\/em>\u201d.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-e81cc34\" data-id=\"e81cc34\" data-element_type=\"column\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t<div class=\"elementor-background-overlay\"><\/div>\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-109a655 elementor-widget elementor-widget-text-editor\" data-id=\"109a655\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h4><strong>Strategic Vulnerability isn&#8217;t just about defence&#8230;<\/strong><\/h4><p>On 24 February 2021, US President Joe Biden signed an \u201cExecutive Order on America\u2019s Supply Chains\u201d.<\/p><p>This order, while not referring to China, directs a swathe of government departments &#8211; Agriculture, Commerce, Defense, Energy, and Health and Human Services \u2013 to examine the risks to supply chains for critical and essential goods.\u00a0 Urgent assessments are to be conducted for pharmaceuticals, minerals such as rare earths (where China is the world\u2019s dominant supplier), semiconductors, and large-capacity batteries.\u00a0 Other areas to be reviewed within a year include information and communications technology, the defence industrial base, the energy sector, agriculture, and food.<\/p><p>As other, like-minded nations look at their own supply chain vulnerabilities, it makes sense to compare notes, ideas and possible solutions.\u00a0 But where should that be done?<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-ca646f0 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ca646f0\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-8e62c77\" data-id=\"8e62c77\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-1e97f4c elementor-widget elementor-widget-text-editor\" data-id=\"1e97f4c\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"text-align: justify;\">The Quadrilateral Security Dialogue (\u201cthe Quad\u201d) \u2013 Australia India, Japan, and the United States \u2013 might also play a role as it strives\u00a0<\/span><a style=\"background-color: #ffffff; text-align: justify;\" href=\"https:\/\/www.whitehouse.gov\/briefing-room\/statements-releases\/2021\/03\/12\/quad-leaders-joint-statement-the-spirit-of-the-quad\/\">\u201c<em>for a region that is free, open, inclusive, healthy, anchored by democratic\u202fvalues, and unconstrained by coercion<\/em>\u201d<\/a><span style=\"text-align: justify;\">.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-3a422df elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"3a422df\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-a641a09\" data-id=\"a641a09\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-937a902 elementor-widget elementor-widget-text-editor\" data-id=\"937a902\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">There are also efforts to expand the role &#8211; and possibly the membership &#8211; of the intelligence-sharing \u201cFive Eyes\u201d alliance \u2013 Australia, Canada, New Zealand, the United Kingdom, and the United States \u2013 although not all its members seem willing to see it take up a more active political role.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">And there are proposals such as those from the prestigious US Atlantic Council and the Alliance for Democracies, a foundation led by former NATO Secretary General, Anders Fogh Rasmussen.\u00a0 The Atlantic Council, for instance, has produced a quite detailed proposal for a \u201c<a href=\"https:\/\/www.atlanticcouncil.org\/wp-content\/uploads\/2021\/03\/The-China-Plan-A-Transatlantic-Blueprint.pdf\">Transatlantic Coordination Council on China<\/a>\u201d which would include the members nations of NATO and the European Union.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\"><span style=\"font-size: 1rem;\">And what about NATO\u2019s own thinking?<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-8aa9d07 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"8aa9d07\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-2666b87\" data-id=\"2666b87\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-7bc36a6 elementor-widget elementor-widget-text-editor\" data-id=\"7bc36a6\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; text-align: justify;\"><b>NATO and a New Strategic Landscape<\/b><\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">At their London Summit in 2019, NATO\u2019s leaders\u00a0 recognized that\u00a0<a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/official_texts_171584.htm\">China\u2019s influence and international policies ought to be addressed by the Alliance<\/a>, and the recent\u00a0<a href=\"https:\/\/www.nato.int\/nato_static_fl2014\/assets\/pdf\/2020\/12\/pdf\/201201-Reflection-Group-Final-Report-Uni.pdf\">report by a NATO expert Reflection Group<\/a>\u00a0underlined China\u2019s growing strategic influence and agenda.\u00a0 Indeed, the Reflection Group stated that NATO \u201c<em>must devote much more time, political resources, and action to the security challenges posed by\u00a0China\u00a0\u2013 based on an assessment of its national capabilities, economic heft, and the stated ideological goals of its leaders<\/em>\u201d. \u00a0NATO should therefore \u201cconsider establishing a consultative body to discuss all aspects of Allies\u2019 security interests vis-\u00e0-vis China\u201d, and the Reflection Group also proposed several steps that NATO should include in a \u201c<em>political strategy for\u00a0approaching a world in which\u00a0China\u00a0will be of growing importance\u00a0through to 2030<\/em>\u201d.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">Among those steps are more information sharing, building resilience to cyber attacks and disinformation, assessing the development of China\u2019s technology capabilities, and identifying (with the EU) the vulnerability of key supply chains.<\/p><p style=\"font-size: 15px; font-style: normal; text-align: justify;\"><b>Broadening NATO&#8217;s Agenda<\/b><\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">All this sounds very sensible \u2013 because it is \u2013 but it is far bolder than it might appear, because it very carefully and diplomatically suggests that NATO should be able to discuss certain economically-related matters which have hitherto been off limits.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\">However, for NATO to remain as the cornerstone of its members\u2019 security, it surely must be allowed to consider the key security challenges they face.\u00a0 And as the Reflection Group noted, \u201cChina has an increasingly global strategic agenda, support by its economic and military heft.\u201d<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400; text-align: justify;\"><span style=\"font-size: 1rem;\">And it is that economic \u201cheft\u201d which poses the main strategic challenge to NATO\u2019s members.\u00a0 Yet, although NATO\u2019s members themselves also wield considerable \u201ceconomic heft\u201d, NATO\u2019s deliberations stay clear of how they wield it, beyond the rather narrow area of defence budgeting and spending.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-69d99b8\" data-id=\"69d99b8\" data-element_type=\"column\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-23bf705 elementor-widget elementor-widget-text-editor\" data-id=\"23bf705\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h4><strong>Consultation Beyond Defence and Foreign Affairs\u2026.<\/strong><\/h4><p>\u201cGrey zone\u201d competition takes many forms below the threshold of conflict, and it demands a \u201cwhole-of-government\u201d response, a case made very strongly in the UK\u2019s <a href=\"https:\/\/assets.publishing.service.gov.uk\/government\/uploads\/system\/uploads\/attachment_data\/file\/975077\/Global_Britain_in_a_Competitive_Age-_the_Integrated_Review_of_Security__Defence__Development_and_Foreign_Policy.pdf\">Integrated Review of Security, Defence, Development, and Foreign Policy<\/a>.<\/p><p>NATO\u2019s scope is defined by the Washington Treaty, and it simply cannot do \u201cwhole-of-government\u201d.\u00a0 Escorting World Food Programme aid deliveries through dangerous waters around Somalia is one thing, but no-one expects NATO to coordinate its members\u2019 agricultural policies.<\/p><p>But it is increasingly recognized that political consultation and discussion within NATO should be broader than it has been in the past.<\/p><p>National security advisers met for the first time in 2019, and the NATO Reflection Group suggested that the frequency of ministerial meetings should be increased, and the format expanded.\u00a0 <em>\u201cOn a case-by-case basis, when circumstances require, the format could include other Ministers.\u201d.<\/em>\u00a0 One example cited was the inclusion of Interior Ministers on discussion related to terrorism.<\/p><p><em>\u00a0<\/em>There are also other precedents, although not recent ones.<\/p><p>The Meeting of the North Atlantic Council in September 1951 included Foreign, Defence, and Finance Ministers, as did a similar meeting in February 1969.<\/p><p>If NATO is to consider the resilience and diversification of crucial supply chains, for instance, the reappearance of Ministers of Finance might be overdue.<\/p><p>That goes against long-standing orthodoxy, but \u2013 judging from the Treaty \u2013 NATO\u2019s founders wouldn\u2019t have batted an eyelid.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-82b8f5b elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"82b8f5b\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-6396e54\" data-id=\"6396e54\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-47a2c0d elementor-widget elementor-widget-text-editor\" data-id=\"47a2c0d\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>NATO and China: Asymmetric Competition<\/b><\/p><p>In other words, strategic competition between NATO and China is highly asymmetric.\u00a0 While NATO has impressive political, diplomatic, and analytical capabilities, its central mandate is in the domain of defence, which is of limited utility in neutralizing the main, economic components of China\u2019s strategic challenge to NATO\u2019s members.\u00a0 Tanks, aircraft, and ships are not an appropriate response to China\u2019s enormous economic leverage; they cannot counter punitive trade barriers nor financial inducements being used to press a political or strategic agenda.\u00a0 Nor can they help to diversify sources for essential goods or thwart systematic efforts to acquire and control strategic technologies and infrastructure.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-7b16a89 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"7b16a89\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-d72179b\" data-id=\"d72179b\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-37be3d2 elementor-widget elementor-widget-text-editor\" data-id=\"37be3d2\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>&#8220;All&#8221; means &#8220;All&#8221;<\/b><\/p><p>But how can NATO discuss \u201call aspects of Allies\u2019 security interests\u201d \u2013 which implicitly includes the economic dimension \u2013 without violating the NATO \u201ctheology\u201d that economic concerns &#8211; outside defence economics \u2013 are just not NATO\u2019s business?<\/p><p>As with any theological debate, it helps to look back at the sacred texts, in this case the Washington Treaty.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-f6a3b9f\" data-id=\"f6a3b9f\" data-element_type=\"column\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-0a42265 elementor-widget elementor-widget-text-editor\" data-id=\"0a42265\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><em>\u201cThey [the Parties] will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them\u201d.<\/em><\/p><p><span style=\"font-style: inherit; font-weight: inherit;\">That isn&#8217;t a sentence in the founding document of the &#8220;D-10&#8221; or some other &#8220;coalition of democracies&#8221;.\u00a0 It&#8217;s in Article 2 of the NATO Treaty.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-81e6ddd elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"81e6ddd\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-701bc99\" data-id=\"701bc99\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-768dbcb elementor-widget elementor-widget-text-editor\" data-id=\"768dbcb\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>Back to Basics<\/b><\/p><p>NATO did just that after the Cold War, and the result was renewed emphasis on the often-mentioned first sentence of Article 2, which underlines that NATO is founded upon common principles \u2013 democracy, individual liberty, and the rule of law &#8211; which are spelt out in the Treaty\u2019s preamble.<\/p><p>Article 2 has a second sentence, however, which is mentioned far less:\u00a0<em>\u201cThey [the Parties] will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.\u201d<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-42ce161 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"42ce161\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-117505c\" data-id=\"117505c\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-d0eebf5 elementor-widget elementor-widget-text-editor\" data-id=\"d0eebf5\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>In fact, the Treaty itself does not prevent or even restrict discussion of economic matters that are strategically relevant to NATO.\u00a0 Indeed, that sentence from Article 2 would not look out of place in a founding document for the D-10.<\/p><p>That does not mean that NATO should itself seek to become the \u201ccoalition of democracies\u201d; some of its own members would baulk at that idea, let alone some of the potential non-NATO nations in a broader \u201cclub\u201d.<\/p><p>\u00a0<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-b4a971a\" data-id=\"b4a971a\" data-element_type=\"column\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-fa839bf elementor-widget elementor-widget-text-editor\" data-id=\"fa839bf\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h4><strong>The Washington Treaty \u2013 Article 2<\/strong><\/h4><p><em>\u201cThe Parties will contribute toward the further development of peaceful and friendly international relations by strengthening their free institutions, by bringing about a better understanding of the principles upon which these institutions are founded, and by promoting conditions of stability and well-being. They will seek to eliminate conflict in their international economic policies and will encourage economic collaboration between any or all of them.\u201d<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-ece0b74 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ece0b74\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-d710fd8\" data-id=\"d710fd8\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-fe24703 elementor-widget elementor-widget-text-editor\" data-id=\"fe24703\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><span style=\"font-size: 1rem;\"><b>NATO&#8217;s Essential Perspective<\/b><\/span><\/p><p><span style=\"font-size: 1rem;\">But, NATO\u2019s members should have the capacity \u2013 as they certainly do have the right \u2013 to consider collectively the full spectrum of security challenges that they face, and the ability to ensure that NATO has a voice in whatever bodies or coalitions are created or adapted to address the challenges to the liberal democracies.\u00a0<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-6b5ec8d elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"6b5ec8d\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-92d4cb7\" data-id=\"92d4cb7\" data-element_type=\"column\" data-settings=\"{&quot;background_background&quot;:&quot;classic&quot;}\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-38ccd78 elementor-widget elementor-widget-text-editor\" data-id=\"38ccd78\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<h3 class=\"elementor-heading-title elementor-size-default elementor-inline-editing pen\" contenteditable=\"true\" data-elementor-setting-key=\"title\" data-pen-placeholder=\"Type Here...\"><strong>Joining the dots with other organizations\u2026\u200b<\/strong><\/h3><p>There are good precedents for the NATO\u2019s Reflection Group call for NATO to hold \u201c<em>intra-Alliance consultations ahead of meetings of other international organisations\u201d<\/em>.\u00a0 Included in the NATO Parliamentary Assembly\u2019s recommendation for the 2010 Strategic Concept was that <em>\u201cmembers of the Alliance should strive to co\u2011ordinate their positions on relevant issues in other international organizations in which they participate.\u201d<\/em><\/p><p>And back in 1956, a previous NATO reflection group \u2013 <a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/official_texts_17481.htm\">The Committee of Three<\/a> \u2013 noted that although NATO members should not form a \u201cbloc\u201d in other bodies, there should be \u201cconsultation in NATO when economic issues of special political or strategic importance to NATO arise in other organisations\u201d.<\/p><p>Perhaps the time for this idea has come. At the very least, it would provide an objective for the broader political consultation within the NATO that is being called for.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-5d3251e\" data-id=\"5d3251e\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-ce37af5 elementor-widget elementor-widget-text-editor\" data-id=\"ce37af5\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p>So, how would NATO interact with those bodies?<\/p>\n<p>The Reflection Group proposed a mechanism: \u201c<em>NATO should institute a practice of intra-Alliance consultations ahead of meetings of other international organisations. The Group notes the value that Allies derive from speaking with one voice on global affairs. It calls for consultations in the areas described in the North Atlantic Treaty before or informally on the margins of meetings of e.g., the United Nations, G-20, and other fora.\u201d<\/em><\/p>\n<p>Add to that list any new \u201ccoalitions of democracies\u201d, and NATO could come to the fore as the crucible of ideas and the centre for situational awareness regarding the strategic competition between autocracies and liberal democracies.<\/p>\n<p>NATO would bring to bear a crucial strategic and security \u201cmind set\u201d which no other organization can match.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-38e9ee2 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"38e9ee2\" data-element_type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-a877cc4\" data-id=\"a877cc4\" data-element_type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-e847686 elementor-widget elementor-widget-text-editor\" data-id=\"e847686\" data-element_type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p><b>NATO 2030 and NATO 1949<\/b><\/p><p>A profound, seismic shift is taking place in the strategic landscape, with democracies and autocracies at odds with each other in all domains short of armed conflict.\u00a0 For evidence of that shift, look no further than the Reflection Group\u2019s observation that NATO\u2019s 2010 Strategic Concept made no mention of China.\u00a0 In contrast, China gets 82 mentions in the NATO Reflection Group\u2019s report; Russia gets 96.<\/p><p>To remain as the central foundation of its members\u2019 security in the coming decades, NATO<em><u>\u00a0must<\/u><\/em>\u00a0be able to discuss the actual strategic challenges that its members face, and have the means to engage partners directly and indirectly to help develop a shared vision and a common approach.\u00a0 That will mean reconsidering some long-established traditions and make some creative innovations.
