On 16 March 2021, the government published \u201cGlobal Britain in a Competitive Age<\/a>\u201d, the centrepiece of its long-awaited Integrated Review of Security, Defence, Development, and Foreign Policy<\/p>

It presents a \u201cwhole-of-government\u201d and \u201cwhole-of-society\u201d approach to national security and resilience, going well beyond traditional notions of defence and foreign policy.\u00a0 The goal is to defend \u201cour people, territory, critical national infrastructure (CNI), democratic institutions and way of life\u201d.<\/p>

Recognizing that today\u2019s security environment is more competitive and volatile than ever, \u201cGlobal Britain\u201d stresses the need to work internationally and multilaterally with allies and other nations which share the United Kingdom\u2019s commitment to liberal democracy.<\/p>

It places the transatlantic relationship and NATO as the first two elements in its \u201cStrategic Framework\u201d, and it lists a vast array of challenges along with an enormous variety of policy tools to address them.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

Just a few days after the publication of \u201cGlobal Britain\u201d the government released its report on how Britain\u2019s armed forces would be adapted to provide the defence components of the Integrated Review.<\/span><\/p>

\u201cDefence in a Competitive Age<\/a>\u201d heralds several major shifts in capabilities with an emphasis on high technology such as automation and drones, and a more assertive and proactive approach to international engagement.<\/p>

Following hard on the heels of \u201cDefence in a Competitive Age\u201d came another report on \u201cDefence and Industrial Strategy<\/a>\u201d which seeks not only to transform the defence acquisition process, but to defence procurement within an industrial policy framework which includes concepts such as supply chain resilience and \u201csocial value\u201d objectives in awarding contracts.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t

The rationale for the Integrated Review – and the complexities involved in conducting it – were laid out in ATA UK\u2019s \u201cExplainer<\/a>\u201d from December 2020.<\/p>

A clear, 10-page summary<\/a> of the Integrated Review \u2013 specifically of \u201cGlobal Britain\u201d – has been produced by the House of Commons Library along with a 2-page, online \u201cbullet-point\u201d list of key points<\/a>.<\/p>

The Royal United Services Institute has an excellent page<\/a> that lists its many publications related to the Integrated Review.<\/span><\/p>

The Policy Exchange think tank has posted useful reflections<\/a> on the Integrated Review\u00a0<\/span>as well as a useful account of reactions<\/a> to the Integrated Review in United States policy community.<\/span><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t

These three documents should be read alongside a fourth, the \u201cIntegrated Operating Concept 2025<\/a>\u201d which appeared last autumn.\u00a0 This, too, took a fresh look at defence, and underlined the changing character of warfare, where \u201ctraditional distinctions between \u2018peace\u2019 and \u2018war\u2019, \u2018public\u2019 and \u2018private\u2019, \u2018foreign\u2019 and \u2018domestic\u2019, and \u2018state\u2019 and \u2018nonstate\u2019 are increasingly out of date.\u201d<\/p>

It highlighted the need to deal with \u2018political warfare\u2019 whereby adversaries use all the instruments of statecraft to \u201cundermine cohesion, to erode economic, political and social resilience, and to challenge our strategic position in key regions of the world. Their goal is to win without fighting: to achieve their objectives by breaking our willpower, using attacks below the threshold that would prompt a warfighting response\u201d<\/p>

Taken together, these documents pave the way for the development of a UK \u201cgrand strategy\u201d, which will take account of all the \u201clevers of power\u201d \u2013 defence, diplomacy, foreign policy, development assistance, trade, information, economic incentives and disincentives, etc \u2013 that can be brought to bear in the incessant international \u201cgrey zone\u201d competition, and all the way up to actual conflict.<\/p>

Needless to say, the Integrated Review has generated plenty of headlines and reams of analysis; there is something in there to please or annoy everyone, examples being the \u201ctilt\u201d to the Indo-Pacific and the planned increase in the UK\u2019s nuclear stockpile.<\/p>

\u00a0However, its wholistic approach and recognition of the new character of international strategic competition can only be welcomed.<\/p>

Similarly, the injection funding into defence is making a crucial statement about the United Kingdom\u2019s position internationally.\u00a0 It bears repeating that the government has committed an additional \u00a316.5 billion to defence over a four-year period.\u00a0\u00a0 That comes on top of a previous commitment to increase defence spending by 0.5 per cent for every year of the current parliament.\u00a0 That amounts to an additional cash injection of \u00a324.1 billion over four years.<\/p>

Drawing all the threads of the Integrated Review together will certainly be a challenge, but together this represents a framework that will surely be followed by many other nations and by NATO as a whole when it embarks on the revision of its Strategic Concept.<\/p>
