Instead of facing the long-term possibility of Ukraine\u2019s NATO membership, he now faces the imminent and almost certain prospect of Finland and Sweden\u2019s.<p\/>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-2cd380b elementor-widget elementor-widget-text-editor\" data-id=\"2cd380b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">Having painted himself into a corner and with wounded pride, what will a detached and deluded President Putin do, and how might NATO, Finland and Sweden prepare for that?<\/span><\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Obviously, President Putin will try to derail Sweden and Finland\u2019s membership bids, and there are fears that he might be tempted to take precipitous action before the NATO accession process is complete, in other words before they would be covered by NATO\u2019s \u201cArticle 5\u201d collective defence commitment.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">The question, of course, is how he will try to do that, and past precedents are alarming.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-b2a40d8 elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"b2a40d8\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-cca7849\" data-id=\"cca7849\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-943cf6e elementor-widget elementor-widget-text-editor\" data-id=\"943cf6e\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">On 3 April 2008, NATO\u2019s leaders declared that Georgia and Ukraine would become members of NATO.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Four months later, Russia occupied Georgia\u2019s territories of South Ossetia and Abkhazia, some 20 per cent of Georgia\u2019 territory.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">In February 2014, Ukraine\u2019s pro-Russian President was ousted in a popular \u201cRevolution of Dignity\u201d after refusing to sign an association and trade agreement with the EU that enjoyed overwhelming popular and parliamentary support.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t<div class=\"elementor-column elementor-col-50 elementor-inner-column elementor-element elementor-element-3f629c8\" data-id=\"3f629c8\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-065cb5f elementor-widget elementor-widget-text-editor\" data-id=\"065cb5f\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<blockquote><p>Having painted himself into a corner and with wounded pride, what will a detached and deluded President Putin do, and how might NATO, Finland and Sweden prepare for that?<\/p><\/blockquote>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/div>\n\t\t\t\t\t<\/div>\n\t\t<\/section>\n\t\t\t\t<section class=\"elementor-section elementor-inner-section elementor-element elementor-element-ee3be4a elementor-section-boxed elementor-section-height-default elementor-section-height-default\" data-id=\"ee3be4a\" data-element_type=\"section\" data-e-type=\"section\">\n\t\t\t\t\t\t<div class=\"elementor-container elementor-column-gap-default\">\n\t\t\t\t\t<div class=\"elementor-column elementor-col-100 elementor-inner-column elementor-element elementor-element-8e0a2c7\" data-id=\"8e0a2c7\" data-element_type=\"column\" data-e-type=\"column\">\n\t\t\t<div class=\"elementor-widget-wrap elementor-element-populated\">\n\t\t\t\t\t\t<div class=\"elementor-element elementor-element-5f71d74 elementor-widget elementor-widget-text-editor\" data-id=\"5f71d74\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Just weeks later, Russia occupied Ukraine\u2019s territory of Crimea and parts of Ukraine\u2019s Donbass region.<p\/>\n\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">In both cases, President Putin created territorial disputes that he could inflame at will, hugely complicating Alliance discussions on Georgia and Ukraine\u2019s membership aspirations.<p\/>\n\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">With Sweden and Finland, there is even less scope for the kind of flimsy pretexts that President Putin used as fig leaves for his land grabs in Georgia and Ukraine.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">But an increasingly desperate and unpredictable President Putin might not worry about pretexts. He is already sabre rattling in the Baltic Sea with\u00a0<a href=\"https:\/\/www.france24.com\/en\/live-news\/20220305-on-sweden-s-gotland-ukraine-war-revives-fears-of-russia\">airspace violations<\/a>\u00a0near the Swedish island of Gotland,\u00a0<a href=\"https:\/\/www.reuters.com\/world\/europe\/russia-warns-baltic-nuclear-deployment-if-nato-admits-sweden-finland-2022-04-14\/\">dark threats about siting new nuclear weapons in the region<\/a>, and warning of \u201c<a href=\"https:\/\/www.euractiv.com\/section\/politics\/short_news\/russia-threatens-sweden-and-finland-over-nato-membership-again\/\">serious military consequences<\/a>\u201d if Finland and Sweden decide to join NATO.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">And all this follows months of ominous warnings to the west in general about consequences \u201cyou have never faced in your history\u201d and a much-publicised order to raise the alert status of Russia\u2019s nuclear forces (although that did not seem to be followed by significant changes in nuclear posture).<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-9be7e8a elementor-widget elementor-widget-heading\" data-id=\"9be7e8a\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">\"Escalate to De-escalate\"<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-e2d8632 elementor-widget elementor-widget-text-editor\" data-id=\"e2d8632\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">Concerns remain, however, about what is referred to as Russia\u2019s \u201c<\/span><a style=\"font-style: inherit; font-weight: inherit;\" href=\"https:\/\/nationalinterest.org\/blog\/buzz\/russia%E2%80%99s-crazy-nuclear-war-strategy-escalationto-de-escalate-180680\">escalate-to-deescalate<\/a><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">\u201d doctrine.<\/span><\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">This is often interpreted to mean that Russia would consider launching a limited nuclear strike to intimidate an opponent into submission on Russia\u2019s terms, although some analysts are more reassured by statements suggesting that the resort to nuclear weapons would only be made in case of a threat to national survival.<p\/>\n\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">Unfortunately, the person making the judgement about threats to national survival is the increasingly erratic and unpredictable President Putin, whose interpretation of events seems to waver between the bizarre and the paranoid.\n\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">At the very least, the Kremlin will step up the full spectrum of \u201cinfluence\u201d measures, including disinformation campaigns, cyber attacks, and economic coercion, not just against Finland and Sweden, but against other Allies too.<p\/>\n\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">All NATO members must agree to any enlargement, so President Putin will hope that some \u2013 or even one \u2013 might be more susceptible to whatever forms of coercion or intimidation he judges might be effective.<p\/>\n\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"font-style: inherit; font-weight: inherit; background-color: var(--ast-global-color-5);\">The simple fact is that if or when Finland and Sweden apply for NATO membership, the Kremlin will raise tensions with the West still further.<p\/>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-7a27462 elementor-widget elementor-widget-heading\" data-id=\"7a27462\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">A Transition Plan<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-4420713 elementor-widget elementor-widget-text-editor\" data-id=\"4420713\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Obviously,\u00a0<a href=\"https:\/\/www.defenseone.com\/ideas\/2022\/04\/nato-will-need-transition-plan-if-finland-sweden-ask-join\/365826\/\">NATO needs a transition plan<\/a>, and its key elements have been well laid out by\u00a0<a href=\"file:\/\/\/C:\/Users\/David\/Documents\/ATA%20UK\/Blogs\/In%20Progress\/NATO%20Will%20Need%20a%20Transition%20Plan%20If%20Finland,%20Sweden%20Ask%20to%20Join\">Hans Binnendijk and Barry Pavel<\/a>.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">The first is to minimize the \u201cwindow of vulnerability\u201d between application and accession by expediting all the key steps in the accession process, a view endorsed by former UK Foreign Secretary, William Hague, who has suggested that with sufficient political will and ingenuity,\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/ignore-putins-threats-and-expand-nato-now-8ncws6txh\">the process might be achieved in record time.<\/a><\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Unfortunately, \u201crecord time\u201d might still leave a window between application and accession of weeks or, more likely, months.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Even though many of the normal steps would be pure formalities and could be accomplished extremely rapidly, as Lord Haig points out, the final step is the ratification of the amended NATO Treaty by all 30 existing members.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">The current record is eight months, and the best laid plans can be interrupted by an unforeseen election and the dissolution of a parliament, as was the case in 2019 when it was not possible to complete all the ratifications in time to welcome North Macedonia as a full member at NATO Leaders Meeting in London.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Former Swedish Prime Minister Carl Bildt has suggested that the process could be complete in 2023, while former Finnish Prime Minister Alexander Stubb suggests perhaps by the end of 2022.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">These might be too pessimistic, but the process is likely to be far from instantaneous.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">So what can the Allies \u2013 and future Allies \u2013 do about this potential \u201cwindow of vulnerability\u201d that President Putin might desperately seek to exploit?<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">As Binnendijk and Pavel point out, it should be emphasised that the European Union\u2019s Lisbon Treaty includes a mutual defence clause:\u00a0<a href=\"https:\/\/www.europarl.europa.eu\/meetdocs\/2009_2014\/documents\/sede\/dv\/sede200612mutualdefsolidarityclauses_\/sede200612mutualdefsolidarityclauses_en.pdf\"><em>\u201cIf a Member State is the victim of armed aggression on its territory, the other Member States shall have towards it an obligation of aid and assistance by all the means in their power\u2026\u201d<\/em><\/a><em>.\u00a0<\/em><\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\"><span style=\"background-color: var(--ast-global-color-5);\">They, Lord Haig, and others also suggest that Allies should issue \u201cArticle 5 style\u201d guarantees to cover the dangerous period between applications and actual accession.\u00a0 That would be particularly important for those Allies who are not in the EU and therefore not bound by the Lisbon Treaty&#8217;s mutual defence provisions.<\/span><\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Suggestions have also been made about physical deployments of forces in the region, building upon existing cooperative arrangements and ensuring that action against Finland and Sweden would inevitably entail putting the forces of NATO member countries in harm\u2019s way.<\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Commendably, these type of actions are already taking place, with the United Kingdom, for instance,\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/britain-offers-baltic-naval-patrols-to-reassure-sweden-over-nato-tension-gn39zmnz7\">offering to strengthen its naval presence in the Baltic<\/a>\u00a0and\u00a0<a href=\"https:\/\/www.thetimes.co.uk\/article\/britain-would-defend-finland-from-putin-6g0dhqv0l\">conducting exercises in Finland.<\/a><\/p>\n<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Furthermore, NATO&#8217;s Secretary General, Jens Stoltenberg, in a <a href=\"https:\/\/www.bbc.co.uk\/news\/live\/world-europe-61330132\">Swedish television interview<\/a>, has stated that NATO would increase its presence around Sweden during the run-up to NATO accession, and that NATO would feel a strong obligation regarding Swedish security.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-6fc2597 elementor-widget elementor-widget-text-editor\" data-id=\"6fc2597\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Although not the Article 5 \u201cgold standard\u201d mutual defence commitment, these factors &#8211; overlapping EU and NATO membership, statements of support and agreements on reciprocal defence, and even a limited presence of multinational forces \u2013 would give a potential aggressor serious pause for thought. There would be many plausible ways that an attack could provoke a \u201ccascade\u201d of events leading up to confrontation with NATO.<\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-70a8249 elementor-widget elementor-widget-heading\" data-id=\"70a8249\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">Reassurance still has a role<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-a060f2b elementor-widget elementor-widget-text-editor\" data-id=\"a060f2b\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Another suggestion relates to some quite understandable Russian security concerns.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Military planners by default tend to attach more importance to actual capabilities than mere statements of intent.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Russian planners, for instance, would inevitably eye with concern the possible limitation of sea access to St Petersburg, and Finland\u2019s 810-kilometre land border with Russia is quite close to certain sensitive Russian military facilities. It would therefore be appropriate to underline that Finland would seek to emulate the Norway\u2019s approach to keeping tension low in those circumstances.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Additional reassurance could be provided by reiterating NATO\u2019s commitment in the NATO-Russia Founding Act that it has\u00a0<a href=\"https:\/\/www.nato.int\/cps\/en\/natohq\/official_texts_25468.htm\">\u201c<em>no intention, no plan and no reason to deploy nuclear weapons on the territory of new members,\u2026<\/em><\/a><em>\u201d<\/em><\/p>\t\t\t\t\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ce0a686 elementor-widget elementor-widget-heading\" data-id=\"ce0a686\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"heading.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t<h4 class=\"elementor-heading-title elementor-size-default\">It will get worse before it gets better<\/h4>\t\t\t\t<\/div>\n\t\t\t\t<\/div>\n\t\t\t\t<div class=\"elementor-element elementor-element-ef1fc46 elementor-widget elementor-widget-text-editor\" data-id=\"ef1fc46\" data-element_type=\"widget\" data-e-type=\"widget\" data-widget_type=\"text-editor.default\">\n\t\t\t\t<div class=\"elementor-widget-container\">\n\t\t\t\t\t\t\t\t\t<p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">The paths to NATO membership for Finland and Sweden are fraught with risks and imponderables, and NATO members will certainly be doing their utmost to make those paths as short and smooth as possible.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">They will also be preparing to anticipate and counter the inevitable efforts to block those paths. Backing down would cede the initiative to President Putin and doubtless lead him to raise the stakes even further.<\/p><p style=\"font-size: 15px; font-style: normal; font-weight: 400;\">Western leaders have shown impressive resolve and solidarity since President Putin launched his invasion of Ukraine. That resolve will be tested even further in the coming
